Louisiana Rehabilitation Services

Louisiana Rehabilitation Services (LRS) assists persons with disabilities in their desire to obtain or maintain employment and/or achieve independence in their communities by providing rehabilitation services and working cooperatively with business and other community resources.

National Disability Employment Awareness Month
Is your State and Employer gearing up for NDEAM?
  The Department of Labor's Office of Disability Employment Policy (ODEP) seeks to increase employment opportunities for people with disabilities by expanding access to training, education, employment supports, assistive technology, integrated employment, entrepreneurial development, and small-business opportunities. The agency also builds partnerships with employers and state and local agencies to increase awareness of the benefits of hiring people with disabilities, and to facilitate the use of effective strategies.


ODEP - NDEAM
Congress (1945,1988) designated each October as National Disability Employment Awareness Month (NDEAM). The Office of Disability Employment Policy has the lead in planning NDEAM activities and materials to increase the public's awareness of the contributions and skills of American workers with disabilities.

The Department of Labor's Office of Disability Employment Policy (ODEP) provides the following programs to help employers find qualified applicants with disabilities:
  • The Employer Assistance Referral Network is a free, nationwide service that connects employers with job placement professionals who can identify qualified candidates with disabilities for their job openings in the company's geographic area.
  • The Workforce Recruitment Program for College Students with Disabilities is a free, nationwide database of pre-screened, qualified postsecondary students and recent college graduates with disabilities who are available for permanent and temporary positions. Employers can search the database by state or job category and obtain specific information on candidates' qualifications.
  • Job Links — Employers interested in recruiting and hiring qualified individuals with disabilities for open positions within their company or organization can list themselves on ODEP's Job Links database.
ODEP also offers fact sheets to educate employers about laws pertaining to the hiring of people with disabilities. These laws generally are enforced by the Equal Employment Opportunity Commission (EEOC).

Job Accommodations
A job accommodation is a reasonable adjustment to a job or work environment that makes it possible for an individual with a disability to perform job duties. Determining whether to provide accommodations involves considering the required job tasks, the functional limitations of the person doing the job, the level of hardship to the employer, and other issues. Accommodations may include specialized equipment, facility modifications, adjustments to work schedules or job duties, as well as a whole range of other creative solutions.
The Job Accommodation Network (JAN), a service of the Office of Disability Employment Policy (ODEP), provides a free consulting service on workplace accommodations. ODEP also provides fact sheets on job accommodations.

Federal Laws Governing Disability Employment

The Department of Labor's Office of Disability Employment  Policy ODEP does not enforce any laws.
The Department's Office of Federal Contract Compliance Programs (OFCCP) enforces Section 503 of the Rehabilitation Act, which requires federal contractors and subcontractors with government contracts in excess of $10,000, to take affirmative action to employ and advance in employment qualified individuals with disabilities. Additionally, OFCCP has coordinating authority under Title I of the Americans with Disabilities Act (ADA), which prohibits job discrimination by employers with 15 or more employees against qualified individuals with disabilities. The Equal Employment Opportunity Commission (EEOC) has primary authority for enforcing the employment provisions of ADA. Most government contractors are covered by both Section 503 and the ADA.
The OFCCP also enforces the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), which prohibits employment discrimination against certain categories of veterans by federal contractors. Some disabled veterans are covered under this law.
The Department's Employment and Training Administration (ETA) provides grant programs and other services to enhance the employment opportunities of people with disabilities.
The Department's Civil Rights Center (CRC), a part of the Office of the Assistant Secretary for Administration and Management (OASAM), enforces several federal disability nondiscrimination laws, including Sections 504 and 508 of the Rehabilitation Act of 1973. Section 504 prohibits disability-based discrimination by, and imposes affirmative disability-related responsibilities on, recipients of federal financial assistance, as well as federal programs and activities; the CRC enforces the law as it relates to recipients of financial assistance from DOL.
